Copy merged the transparent layer, the right silver branch layer, the black ground layer and encircled snowflake layer.
In A/S. paste as a new layer
Back to PSP, undo the HSB noise effect. Apply HSB noise again but hit random seed.
Copy merged the 4 open layers.  Paste in A/S after the current frame.
Keep undoing/redoing this effect for a total of 5 frames in A/S.
In A/S. select All ~ copy all frames and paste after the 5th frame of the animation to equal a total of 10 frames (to match the # of frames of the snow)
Select All again, propagate paste.
Open snow animation, select all, copy. Drag 1st frame of snow animation over top of 1st frame of working animation.
View animation for any errors.

Back to PSP, undo HSB noise. Close off the branch, black background, and snowflake layers.
Re-open ALL the layers ABOVE the black back ground.
Copy Merged.
In A/S, paste as a new animation. Make a total of 10 frames of this new top layer animation.  Select All, copy.
Drag the 1st frame of this top layer over top of the 1st frame of the working image animation. Place centrally.
View animation. Crop animation if needed. If happy, change animation properties to Opaque, white.
Change frame properties anywhere between 10 - 17. I used 17.
Optimize using Optimized Octree. Save as a .Gif.

I hope you enjoy your new creation!
